Why not? They are the ones that know how the chemicals work. Why shouldnt they be the ones making money off of both ends of it? Those who want to keep smoking and those who want to quit.

Cigar companies pays lot of taxes, the government regulates them by giving the company a lot of taxes thus, producing less. The only thing here is that the government is concern for our health. Thats why they regulate it.
Its no contradiction, they have to follow rules.

I think it is actually more efficient for the tobacco co to be the ones who make quit smoking stuff. Also if someone is gonna sell something that is narcotic they should also sell stuff to help you quit.
