why should the government recognise ULFA and make a request ?,why cant they kill the chief?

Government cant kill the chief because everone loves the word "CHIEF".Someone is Chief minister,someone is Chief seceratary.Isnt it?

not only the chief ULFA but anyone who is a terrorist and objecting national events
