In Maine it has to get pretty frigid out to hole up inside completely. But the best example I can give for this question is that there has been one time that I know when school was called off due to extreme weather; not for snow, but "extreme weather". Not sure of the exact temperature but it was below zero and the wind chill brought it down to like 20 below. They called off school due to children often not being dressed appropriately and getting frostbite or hypothermia while waiting for the bus.

It's all up to your personal preference. I've hunted at 20 below. I've golfed in a snowbowl tournament at 10 below. I've shoveled walks and cut firewood at 30 below. If you layer properly and take care not to leave exposed skin, you will be fine. Inuits commonly go out and about at 60 below. If you're not used to it, it can "sting" a bit, but you can climatize if you've got the fortitude.

Below about -3°C (27°F) is too cold here in Ireland. And if it snows, everything stops until the snow has melted.

I think about 30 below things should shut down..It's not safe and people don't plan for very cold. But I don't like to be out and about when it's 10 below Celcius.

Today as far as I am concerned. Upon wake up at 7am it is -8 with windchill of -15. High today will reach 8 but wind chills will be below zero.
