Pittsburgh, Dallas and San Fran with 5 each, I believe.
The question pertains to Super Bowls, not League Championships before the merger!

San Francisco, Dallas, and Pittsburgh have won 5 each.
SF won SB XVI, XIX, XXIII, XXIV, and XXIX
Dallas won SB VI, XXII, XXVII, XXVIII, and XXX
Pittsburgh won SB IX, X, XII, XIV, and XL
Dallas has also lost 3 times (the only team to have been to 8 SB), Pittsburgh has lost once, and SF has never lost the Superbowl.
