If you are at all interested in quality and ease of use, check out a Mac. There are student discounts through your college book store, or any Apple store (and online). All you need is your student ID.
Mac's are known for quality hardware, a almost bullet-proof OS (Mac OS X), and are virtually virus free. Also iTunes and iPhoto come loaded on the machine and are the best music and photo storage and organization programs available in any OS.
A Mac will cost more than a bottom-dollar PC, but you will get a return of investment by having a computer that will outlast a PC, run without constant crashes and hangups, and will also run Windows if you find a need to.

What you can do is to go to pcworld.com and see their top 10 list of desktop and laptops. They have articles on how to buy, build, or how to select a computer.
You have to read it so you can familiarize yourself with the basics. For example laptop or desktop, In the Sunday papers you could buy a nice desktop and laptop for $1000. That way you could have the laptop for class taking notes and then download at home. Just depending on what you want. You have to study on how much hard drive you want or need. And important you want to know if you can upgrade it later.
But after you do this then look at the Sunday papers as sometimes the stores have good deals. CompUSA has a $99 desktop computer deal. You had to spend $600 on the desktop and get a $550 rebate. Then you could have turned around and got a nice laptop. Also sometimes the stores have internet specials too.

If you want cheap for just music, photos (not photo editing), email, and papers...
www.e4me.com
You can't get cheaper than E-Machines. You can get something there to probably do the job for around $300.
