i think if an officer is perfect in his duty then every thing will go cool. then wat makes then to do their job correct?

two thinks r there that makes an officer strict:
1>hi sincearity
2.his smartness to do his job perfectly
or
he could be a fool or a git ...
this also make an officer a strict..he behaves strict by doing pointless argument.
