wothout taking their hand off the sterring aid.

i can work out how they do a partial turn but how do they do a full lock

also how do you decide where on the steering wheel it should go where is the best place for it

and finally does a counter balance steering aid just balcne out the wieght form the stering aid or how is it used

It's a spinner, what's the problem going lock to lock, just like using a ball spinner.
The location depends on the strength of each arm and the strength of individual muscles. Bottom center works for some people, while others place it higher or lower on the right and left side. A person who had not used one would have to try various locations and perhaps be tested by a physical therapist or doctor to be sure they had the strength to drive from the starting position and were not doing damage holding their arm there.
The counter balance matches the aid so that the user does not have to cope with the weight of the aid.
