The highest capital in the world is La Paz of bolivia.However Lhasa of Tibet is at a higher altitude than La paz.But since tibet is not officially recognized as a country,La paz maintains the first place.

The tallest capital is Kuala Lumpur, Malaysia, which has the 2nd tallest building in the world - the Petronas Towers at 452 metres high.

I don't believe anyone has records of how tall all of the capitol buildings are. If you mean which capitol is at the highest altitude, it' either Katmandu or Quito.
