Because during WWII there were a series of laws passed that were written to _automatically_ take effect if war is declared.

For example:

1) Price and wage controls.
2) Government allocation of resources
3) Food and gasoline rationing
4) No cap on Federal debt
5) 'Full mobilization' of the reserve components

As a result, Congress has not wanted to deal with the mess that an official declaration of war would produce.

The president cannot declare war, and that is the exact reason!

Modern presidents prefer not to follow the constitution when it comes to matters of war. They find it too inconvenient to go to congress first and get a war declaration.

The president can send the troops to fight anywhere he wishes without congresses approval. ONLY CONGRESS can declare WAR, (read the Constitution) they are 2 different actions
