Stuebner Airline Rd looks like a railroad line because rural roads usually shift around more. One of the terms used for fast rail lines back in the early 20th Century was Airline - as along the east coast.
On the other hand 15399 Stuebner Airline Rd, Houston, TX 77069 is the address of a flight school and the road runs right by David Wayne Hooks Memorial Airport.
So it looks like the road was running from Tomball to Stuebner and the airline was added later.
