Needs a new thermostat.

Over time the thermostat breaks down. Fortunately for you it go stuck in the "open" position.

They cost about $15. and are located at the thermostat housing on the engine where the upper radiator hose connects to the engine.

They're easy to replace (heavy end down). But kind of messy.
Drain your coolant into a bucket.

The thermostat may be broken. That would cause those problems. It's a relatively cheap fix for an automechanic to do.

Thermostat- stuck open or faulty. Either live with it or replace it, won`t hurt anything in the short run.
