If you have Windows XP Professional edition then you should be able to right-click it and use an option to password-protect the folder.

If you have XP Home edition, then you are stuck with having to find a third-party locking program.

First off, just because something is hidden doen't mean it can't be accessed.

Righ Click the folder.
Left Click Properties.

Notice the tabs along the top. There are two here, Sharing and securtities.

Now, I can't stress how badly you'll want to look up Windows Rights settings before you touch anything here, but this will let you limit items exclusively by user. You can use this to give yourself exclusive full controll to a folder (Make sure your user and Administrator have full access), you could also add the specific user you want to block out and deny them all types of access to the folder.

Again though, read up on user rights first because they can be tricky and often confusing.
