My husband is a truck driver but also loads the truck and delivers. The windchill here is 20*F below zero (very very low, even for the normal middle of winter.) and the factory where they laod has no heat. The boss is very ignorant and will yell and swear at his workers as it is, but today my husband mentioned something about only being able to come in and warm up 2 times all day and he got yelled at and boss threatend to fire him. Is this leagal? who can I talk to about this and how?

No, you need to contact OSHA. Don't bother with the better business bureau. If his boss is complying with any of the OSHA rules then he should at least have a bulletin posted showing OSHA's contact numbers and other stuff relating to OSHA. It should be on the same bulletin showing what the current minimum wage is, which has to be displayed.
