1. Cities in Europe are smaller so there isn't that much demand for them. Large cities like London and Paris DO have central business districts with tall buildings.
2. Planning regualtions don't allow big buildings in historic city centres. This is to preserve the look and feel of the traditional architecture.
3. Roads are narrower and buildings stand closer together. This way you can fit the same amount of people into a square kilometer without having to build high. Also, tall buildings block out sunlight so you need to leave some empty space around them, which isn't possible in densely built European cities, unless you demolish a lot of old buildings.
4. The population of most European cities is shrinking, partly because of a low birth rate, and partly because people are increasingly living and working in the suburbs (in low rise business parks).

You will find tall buildings outside of the main centers where buildings are hundreds of years old. Canary Wharf in London, La Defense in Paris are some examples. Also, bombed out Germany will have some like in Frankfurt.
Shorter buildings are more economical, as well. Over 50 floors and the cost is not worth the saving of real estate value. this may have changed due to the Real estate boom of the past 7 years.

In Europe the buildings are beautiful.
The reason why there are so many giant buildings in America and China is because Americans and the Chinese have a lot of greed. Plus they have to have everything big and running fast so they can show how powerful or wealthy they are. I have to admitt that it is ridiculous. So dont worry. You have nothing to be ashamed of for Europe. Its the best continent ever.

I tend to like smaller buildings. A bit more cozy, hm? And alot safer. The chance of being a 9/11 in Oxford is lower than New York. And there are tall buildings in London, I guess.

i agree with Nicole M. In Europe, they want to preserve the historical architecture. in the past, it was more difficult to big bigger buildings, due to lack of the required materials/equipment/technology/knowledge
BUT, they are technologically advanced now. look at most of their artistic buildings, proof of their advancement.
