They are used for when 2 words are put together to be shortened.
That's is short for that is.

Actually, I think it should be: "That's not yours; it's ours." The comma should be a semicolon or a period. "That's" means "That is." "It's" means "It is." I think commas are often overused. Read a great book on commas. "Eats, Shoots and Leaves." There is a child version and an adult version. The child version is just sentences with commas in different places and illustrations of what the sentences really mean. The adult version is like a funny textbook.
