which laws regulate animal experimentation and do they still exclude mice and birds?

i'm looking for any and all laws that deal with animal experimentation. both federal and state. any help is greatly appreciated. thank you.

i meant if mice and birds are excluded from the law not from experimenting X_X sorry i should have made that clear

I do not know what the actual laws, if any, there are on this subject. Mice have never been "excluded" from experimentation as far as I know. My suggestion would be to call the science dept at a local university. They could tell you more.
I DO know unless you are in a controlled environment-a licensed medical laboratory etc., that you cannot "experiment" on animals legally. Believe me, you don't want to go to jail for animal cruelty. Cons really hate rapists, molesters, and even murderers love their dogs.
