Simplest way: let the array be A =
a b
c d

Then (7, 1)*A = (3, 8), so by multiplying
7a + c = 3
7b + d = 8

Also (-3, 8)*A = (-5, 8), so
-3a + 8c = -5
-3b + 8d = 8

Now you have 2 equations with a and c, and 2 equations with b and d, so you can solve each pair of equations to get the values of a, b, c, and d, and make the matrix. Then to find the image of (7, 8) just multiply (7, 8)*A
