Here my opinion :
In the 80's heavy metal and hard rock music have been spread like diseases, so many bands born in this decade, and these bands go into many kind of genre, and one genre that are very famous that time is hair metal or glam metal music. This metal music is the sub genre of heavy metal music which the artist in this genre usually dressed like what you said. They wore spandex pants, put some piece of garments in their neck, hands or foot, and put some spray to their hair to make "blown up" and put something to make it shining when the light shine it. So then they called it hair metal or glam metal, this glam metal is standing for the word Glamour metal, cause they dress like what i said before to make it so glamourious.
