The division determines how many athletic scholarships a university can offer. The largest schools (Division IA) offer many athletic scholarships, while the smallest (Division III) are not allowed to offer any athletic scholarships. Division IAA and Division II are somewhere in between. I hope this helps explain it more clearly.
