Contempt of court and criticising a judgement are two different matters. Every citizen has a right to discuss and comment on the judgement, but cannot abuse or make allegations aganist court or judges.
The best way to solve the matters between two states is by the states themselves submitting to the jurisdiction of a tribunal, which has happened in the cauvery matter. The merits and demerits of the award is always open for challenge.

who say right things? court give verdict with records. but if the records is wrong when what happened?
