If you are in the Police force then probably, yes but only with a warrant from a Judge.

If however you are an untrusting partner who wants to check up on their other half, then what you need to do is pretend to be in the accounts department of the person you want to spy on, and phone the hotel to get an itemised copy of the telephone calls as you have an enquiry on the bill. It might work but this won't include incoming calls....
