The skin around the eyes is very thin and transparent.
Dark circles are mostly caused by tiny broken blood vessels under the skin. Sometimes they aren't even broken, the skin is thin so you can see the blue blood vessels through the skin.
Some people just have darker skin under the eyes (especially olive skin)
If it's caused by pigment there are laser treatments that can help. It usually takes a few and costs about $1500 a treatment!
If that isn't in your budget use a yellow toned or apricot toned concealer applied to the inside corner of your eye...up onto the side of your nose, then just in the darkest part of the circle (it should be applied in a triangle shape.
Do not apply all the way under the eye, this will make it look heavy.
You can also use eye creams that contain vitamin C. Vitamin C helps strengthen the skin and the blood vessels.

I have olive skin and horrible dark circles. I swear by "my favorite eyes cream" by Colorescience. It has a yellow color that makes the circles look a little lighter. It also has ingredients to help strengthen the skin. I then apply Eye Genie "bombshell" on top to conceal.

"100% Pure" also has a caffeine eye cream that helps depuff if you have issues with puffiness too that are contributing to your problem.
