Actually, el jarabe tapatio is named because it originated in Guadalajara, compared to Guadalajaran's being named tapatios because of the song.
The term tapatío does not have a defined meaning, although there are two currents accepted with respect to its origin. The first meaning comes from the word “tápalos”, mantillas and table cloths made of cotton or linen using the technique of the openwork, very fine is its form and exclusive of the city, made by the Creole women of the city, and very appreciated between the retailers of other parts of the region. The tápalos would have to be, according to this theory, related to the city and its inhabitants.
The second meaning comes from the “tapatíos”, they were units of corn tortilla sales and consisted of three pieces. The families who lived between the XVII century and beginnings of the XIX bought tortillas by tapatíos, (in units of 3) generally one or two tapatíos per person. This way, the name of the unit of measurement with the inhabitants was associated.

Tapatios are actually from the city of Guadalajara, not Jalisco in general. The answer from Mexicana about the hat dance makes sense, because Guadlajara is where the mariachi originated. There's a wonderful place to visit there, the Plaza of the Mariachis, where you will hear great music. It's a lot of fun.
P.S. The guy below might be right, but I can't find any of his info in either dictionaries or histories of Mexico. In the 10 years I lived in Mexico, I never encountered that info either.

I assume because the State of Jalisco is known for Mexican Folkloric Ballet and mariachi music. El Jarabe Tapatio (known to gringos as the Mexican Hat Dance) is one of the most well-known mariachi tunes danced to.
