Sounds like you have a broken vacuum hose under neath the hood. Normally I see the broken hose near the firewall, or most likely going down behind the battery, which will involve pulling the battery out. The hose rots out from the batter acid over years. Simple repair. Find a vacuum routeing guide in a service manual, and trace it. Usually you can hear the vacuum leak, but car must be running to hear it. Good luck

Check the switch by removing the panel. Sometimes pieces will break off the inside of the switch and cause the air to come out at certain places no matter where you set it. Or check the cable to the vent door or the vent door itself. I had a 2001 Pontiac Grand Am SE that had this same problem and it was the switch.

Turn it from vent or floor or whatever to defrost, and listen closely. Do you hear the little vacuum motor switching? If not, look to broken or disconnected vacuum lines. If yes, get a good flashlight and lay on your back where you can look up under the dash. Follow the tubes from the defroster outlet towards the heater box. See where they SHOULD be hooked up? Put them back in the right spot, and tell your long legged passenger to stop stretching his legs under your dash.

Under the dash there are a series of actuator motors that open and close the "mode" doors when you select the function you want from the control. It sounds as though one of these motors is not functioning properly.
