The closest chelsea shops are those Adidas Boutiques. One can find them almost around town. Like Suntec City or in Takashimaya.
If you like a wider variety, you could go to Queensway Shopping Centre. Directions: Take bus number 33 from opposite Redhill MRT Station. Alight after IKEA building. The Shopping centre is opposite.

Nope...the only Arsenal shop in S.E Asia is located in Bangkok's Central World. As for Chelsea shop, try Russia perhaps...
Anyway, you can find a good source of soccer stuffs at Queenway Shopping Centre.
