I think it might mean that "The Donald" has gotten into the bumper sticker business.
Yet on a different note, it is like the saying "Guns don't kill people, people kill people."
The gun is the tool, it takes someone to put bullets into it, and fire it at another person for someone to be killed. The gun is an object, and if left alone would not kill.
The spoon is an object but if Rosie does not fork all her food, use chop sticks, or her hands, then someone (most likely Rosie herself) put food on the spoon, and shoved it in her mouth. This would then be the primary cause of her size. ( I will let you decide if you think she is fat )
While the spooning of food to get fat is a repetitive action, and not exactly as quick as a gun to kill, I see the point the bumper sticker is trying to make.

i have not in my opinion seen that bumper decal yet, notwithstanding it type of feels as even with the actuality that someone has an ax to grind w/ Rosie and is jointly wishing sick will upon Ms. O'Donnell. ought to it is Donald Trump. I've lost 5 kilos in my first week. It's my 10th day and I have included salad with some protein (eg. egg/ lean chicken) as you suggested. After 4 years of trying, the fat is finally coming off. It truly feels like magic!

Just some idiot thinking he's a funny genius. He also hates women, and has no sensitivity to another person's lack of perfection.
He's saying that inanimate objects are not responsible for human results.
Personally, I prefer comedian Jake Johansen's line: Guns don't kill. It's the bullets.

It might be funny if it made any sense. Problem is that Rosie eating herself to death only kills Rosie. Can't say the same thing for guns. I could give a crap about personal responsibility if you're only hurting yourself. It's when your lack of personal responsibility kills other people that it becomes my problem.
