My cousin got married in Paris, Texas last year and the church leader said he would execute a local cat in honour of the ceremony. Is this a throwback to earlier church practices?

No - this is an abomination, a complete perversion of the true and ancient practices - it should be a feral cat - not domestic :-)

Seriously I have no idea but suspect they are having a joke at your expense and ignorance of their customs and probably outside views of them
