If you mean to help keep the cold out then NO you can go to any Wal-Mart or hard wear type store and buy the kits..available in different sizes maybe all you will need is your own hair dryer to shrink the plastic to your window etc.

You can use any plastic that you can seal tightly around the edges. There are two reasons for the shrinking type plastic 1. If you make a tighter cover over the window, there is less "breathing" in and out from the old window, so it stays a bit warmer and 2. It's clearer and looks nicer.

If you have shrink wrap big enough to tape all the way around the frame, usually double sided sticky tape works best...sure..you can use shrink wrap.
