It is becuase it is

a) too small
b) does not control/dominate it's own orbit
meaning==there are lots of things in its orbit(Kupier Belt Objects) that Pluto is too small to control

There are four reasons:-
1) It is too small
2) It has a satellite too big for the planet, which is Charon and is 1/2 the size of Pluto.
3) The orbit is too slanted and is different.
4) Different from other gas giants(Jupiter, Saturn, Uranus & Neptune) although it is an outer planet.

Astronomers found objects larger than Pluto orbiting the sun farther away and made the decision to downgrade Pluto to a dwarf planet instead of making the new objects full fledged planets.

It is not considered a planet due to its size and orbit. Its orbit doesn't follow the normal orbit. It also circles around certain planets, so many scientists think it is an planetoids or a natural satellite.

It does not dominate it's area. It does not have the size.
