Take into consideration your skin tone and hair color when choosing your dress...
If you are pale and blonde, go with the black dress as the silver dress even paired with color will make you look washed out.
Black on the other hand can be pulled off by just about anyone and it's shows classic beauty.
Although if you feel that you must wear this silver dress, add color not more shine! Because too much shine will leave you looking like a roll of foil!

Black is always good....but..what kind of event is it? Is it a really serious affair? Or a little more on the casual side? If it is more glam and glitz, go for the elegant silver, at least you'll be one of a kind and much more noticeable (in a good way). If you wear the black, you'll be one of MANY wearing that same color. Although, it's always good to go with black. But if you're concerned about the cleavage part...stick with the silver.

Tell me you mean something more subtle besides silver? How can silver be appropriate for anything other than crawling into the oven to pretend to be a baked potato? Silver sounds like you are dressed like a gift under the Christmas tree.
Why not wear the black and accent it with red (Heels, even a coat and definitely red roses corsage would be great together) for the holiday.
