Try the British Library Newspaper Archives at Colindale Avenue, London NW9 for copies of pretty much every local and national paper past and present.
You don't specify where the "Evening Herald" prints from, but copies should be held on microfilm in the local studies / reference library in the area the paper sells. The Lancashire Evening Post for example can be seen at the Harris Library in Preston, whereas the Lancashire Evening Telegraph is at Burnley or Blackburn. The Manchester Evening News is available for viewing at Manchester. And so on. And so forth.
If you can't get to the library in question, they will usually photocopy the pages for you for a nominal fee provided you have a date. I've never been refused yet!

Look in the daily papers - especially broadsheets which advertise copies of the newspapers of the day you are looking for. They are quite expensive but if that is what you want, then that is what you will have to go for.
The other alternative is to look in the library micro-fiche facilities.
Papers and other documents are stored on micro-fiche which you then have to put through a machine to magnify them. I think you can actually print off what you find, but I cannot be sure. I have never used this facility.
Other idea is to go, or write to the National Library that has copies of every single book, newspaper ever published. I think this is in London.

go to your local library.They will have a copy of all the papers that have been published in your area....
