Never even heard of it!!
But it sounds the same as sites I've visited where I get this pop up saying I've won a prize for being the 999,999th visitor to the website every time I visit the damn site.
Surely this many people don't visit the site every 5 minutes it takes me to get to another area of the same website. If you ask me, sounds like major scam!
If this prize thing was an email, delete it, especially if you dont recall entering any lottery.
If its a pop up, ignore it! you just can't trust pop-ups as far as you could throw them and that wouldn't be far at all.
especially saying lottery, it may just be a way of getting personal bank information. Definitely a way of getting money.

What you have is a 419 scam
The name 4-1-9 refers to the section of Nigerian law outlawing advance fee fraud and while Nigerian gangs have proven it is a money spinner, the trick is as old as the hills and people of all nationalities are involved.
