Your question is not proper.Anyway I will answer you.They do so only for their own benefits.They never care about others.Whatever they feel ,they do without thinking what consequences they produce.

because they are not in a position to judge whether it is correct or not. mass group behaviour will lead to do wrong things. if they are alone they will not have the guts to do wrong things. public behaviour is most important for every one. follow the queue and wait for our turn these are all the small things to correct our behaviours
