Which one would I use to say that someone lifted his hand up?

Raised is used to describe something which has been lifted up, or brought up.

Rose is used to describe something which stood up itself, or got up.

Example: Jim rose up and raised his hand!

In other words, he stood up and lifted his hand up!

Raised is basically used for something being 'raised' or lifted, or hieghtened by a person or an object. Something stationary and something most definitely non-living [not necessarily tho]. Something that is subject to control can be raised.

Rose is probably used for someone who can rise him/herself. Mostly used for living beings.

If someone lifted his hand, he would raise it. Kids are raised, by their parents. The sun rises tho, and people may rise in their seats. Hope I helped :)

raised is past tense for raise... rose is past of rise...
when you say raised, their is a vehicle that raises the subject...
