I would say it would be safer to wait until it has finished blooming. BUt it depends on when you planted it - it it is not well established, you could probably very carefully dig it up (try to avoid disturbed the roots)

the garden is gone crazy due to all the warm weather but it will be colder this week so it probably will go back into hibernation in which case it would be safe to move,but dont plant it into frozen or near frozen ground coz you will kill it off straight away.you should do it when the weather begins to warm up again but before the salix has woken up again.

No. Never move any plant that is in the process of blooming. Wait until it has finished blooming.

It should be safe to move it next month or even now if you wanted to.
