I don't know much about Italy but France, I just got back from there. I can recommend a town called Montargis in central France and the Hotel Ibis in the center of town. There may be cheaper accomodations, but the place is nice. It is a day trip to anywhere from there, and the town itself is beautiful. It is called the Venice of France. If you are into night life, I would suggest Paris over the towns, but if you are into seeing the sights, this is a great location to go from. It is big enough to have shopping, but quaint and great for the atmosphere. Don't miss Vaux le Vicompte, Fountainebleu and Moret sur Loing for beauty beyond comprehension, as well as Chablis and the Caves du Bailley for wine country tours. Montargis has a train station for ease of travel. Paris is fabulous. The Hotel Ideal is close to the Eiffel Tower and has good rates, but the rooms are very small. When I was there, 1 Euro cost about 1.40 US and you can exchange at the banks. there are cars to rent I am sure. Paris has a subway system that will get you all over the city and they do offer passes for a set price that will get you around or just buy by the trip. You can use your credit card for most purchases to save the hassle.

First, invest in a European tour book that focuses on budget travel. That's your first resource. There are budget hotel chains in France and Italy. You just need to get the names. Personally, I would start with www.citadines.com. A very good value.
For transport, look into "SNCF" the French rail service. I am certain they sell tourist packages that offer unlimited travel for a set period (like one week). Italy also has a Railway service, just Google "Italian Rail Service." Arrivederci.
