It's probably in the motherboard connections. If you connect via USB, then try another USB slots, otherwise take your PC to a technician to ensure it's not a hardware problem.

If you have a PS/2 mouse and keyboard, they may be plugges into each others sockets by mistake. If you have USB keyboard and mouse, i would suggest using s PS/2 keyboard and mouse just to see if it will work.
If PS/2 keyboard and mouse work but USB ones dont or visa versa i would say there may be either an error with the drivers that allow them to function--or USB and PS/2 support may be disabled in your BIOS (one or the other).
If you use a wireless device, make sure batteries are inserted correctly and that they are not dead.
Also try different USB ports to see if maybe it is a hardware malfunction.

Check whether the power is indicating in both the keyboard and Mouse, If it is so then restart the computer, If that won't work then if you got a scroll mouse then just clean the ball and connect it. As per the keyboard no other way apart from changing it.

First, i think you should check the connection of both devices to the CPU, make sur it is connected properly and fix any loose connection.
Otherwise it could be that you have not installed the drivers which allows the device to communicate with the computer.
