Yes use very hot water (not boiling) use rubber gloves so you can withstand more heat

Warm (not hot) water with a clean cloth or tea towel. Work it in slowly. If it has dried and will not come off with the water you could try putting a damp tea towel over the mark and gently ironing over the cloth on a low heat to melt it and pick it away with your fingers.

Honestly, PVA glue is water soluble... All you have to do is put a warm damp cloth on it to loosen it, then scrub.

Here is a site that I would highly recommend. They have very high quality stain removal techniques. I would suggest repeating the process after the first application, and rinsing the rug out with cool water in between applications. Best of luck!
