Timothy L is correct. By inhibiting cookies you will prevent yourself from many on-line features such as banking and several sites. One way to do so, if you choose, would go to "Internet Options" and change the "Privacy" setting from "Medium" - the default to something higher.
Another option would be to use an anti-tracking software like "Spybot". This is shareware and I've had no problems with it.

Stopping Temperory Internet Files and Cookies would disable you to use many services on the Internet.
Temperory Internet Files cannot grow beyond a set size. So you nned not worry about that. Set a size something close to 50 MB and files would be over written once the 50 MN Limit is crossed.
As for Cookies, they are nothing but text file and require very less space.
You can go to Tools > Internet Options and Delete the Cookies by pressing the Delete Cookies Button once in a Week or so.
If you dont like to do that you can use tools like Tweakui, which can schedule to clear the Temperory Internet Files and Cookies every time you restart your computer.
Still need further assistance please get back to me.

Temporary Internet Files are downloaded by your internet browser from the websites you visit so these websites can load faster next time you access them, while cookies are small files that contains encrypted account log-in info from the various website that you log-in to, so you don't have to log in every time you visit them (if you choose so of course).
You can disable Temporary Internet Files by going to (in IE 7) Tools > Internet Options > Under "Browsing History" click Settings > and check the "Never" option then click OK. It should be similar in IE 6.
Cookies are very important to keep websites running properly so I highly suggest you keep them enabled. To disable them: In Internet Option, go to the Privacy tab and click the Advanced button, check the "Override Automatic Cookie Handling" box and choose the BLOCK option for both party cookies types. IT'S HIGHLY UN-SUGGESTED THOUGH! Many websites will simply stop working.

Your browser need temporary internet files and cookies to function properly. There is no way you can stop these files from being created on your computer, nor is it advised to try to do so.
Temporary Internet Files are created on your PC to speed up browsing sessions. They are essential for a smooth and zippy experience.
Cookies are like "reminders" set by webpages to indicate user preferences and the like. These are used to indicate things like a user has logged in or something of that sort.

I wouldnt do that. If you disable cookies and such, it will prevent you from doing simple things like logging into myspace.com and checking IMAP email. it may even prevent you from doing online banking and bill paying, buying and purchasing items as well.
It is reccomended to delete cookies every now and then from your PC, but not recommended to disabel this feature.
Go To ---->
Control Panel
Click Internet Options icon
Click Delete Cookies button
Hope this helped!
