Dugongs and Manatees are not extinct, you may be thinking of their larger cousin 'Stella's Seacow' which went extinct a couple of centuries ago due to human predation.

Discovered in 1741 - made extinct thanks to hunting less than 30 years later. Aren't we humans wonderful?

I don't know who Stella was but the seacow in question was named after Georg Steller who discovered it. Steller was the naturalist with Vitus Bering after whom the Bering Strait is named.
