i mean is it understandable for non indians that the girl is dancing?

The girl in the photograph is probably Choctaw since she appears to be doing the Choctaw Birth Dance. The dance is relatively new compared to most tribal dances/rituals. It was developed by the Choctaw Nation of Oklahoma under the jurisdication of the Choctaw Health Services Authority (CHSA). When a Choctaw woman (with a Choctaw CDIB card) becomes pregnant and seeks initial prenatal care through the Choctaw Nation, she is given a physical exam, an ultrasound, a copy of a tape/DVD teaching the basics of home birthing, a cradle board (really), and a birthing frock (the dress the girl is wearing). Unless there are medical complications, women are expected to birth at home (with no medication and no professional assistance - usually the grandmother serves as a mid-wife) using this dance to both speed up the process and help manage the pain. If you will look closely at the front of the girl's dress, you will see the papoose sak, which is just a pouch designed to catch the baby. The Choctaw Nation has implemented this policy under the guise of protecting their heritage, since their women didn't traditionally have or utilize medical care when birthing (although infant and mother mortality was probably much higher). However, an Choctaw Nation internal report analysing the success of this program was "leaked" in 2002 and has created a lot of controversy. The 85-page report mostly detailed the financial savings the program provides to the Choctaw Nation. Only once in the report was the safety or wellness of the patients mentioned. It reported that "the rate of complications resulting in costly major medical procedures or death has increased by only 4.5%, which is negligable when compared to the $1.2 billion dollars the program saved our people over the same period". The AMA and the FDA have both investigated the matter and have issued unfavorable reports and strong critisim of the plan. However, since the Choctaw Nation is a sovereign nation and not subject to (most) laws and jurisdictions of the U.S. government, the FDA has no power to intervene.
