No, I don't think it should be. Popular music, as we know it, would cease to exist. Your favorite artists would not have the proper funding to continue making your favorite music. As much as we like to gripe about the cost of CDs, it is the only way to ensure continuance of the music we so love.

It should be free for anyone to express themselves through music, but I'm not sure if people will want to pay to hear them sing.
