Medium, that size is pretty average. That means the woman measures 36 inches across her bust and probably has a 30 inch underbust measurement, giving her a band size of 34 and a cup size of B.
If 34B is considered small by some people, it's only because so many people are overweight and that's why they have bigger bra sizes.

I would say it depends on the size of the person herself.
If she has a super skinny body, then no doubt they are going to look super big, if shes on a bit of the overweight size then they are going to look small.
I would like to consider it a medium, but unfortunately average is nowadays larger... plus a larger tummy to go with it.

No. The number (34) is the size around the body, as in inches, and the letter (B) is the cup or actual breast size, going from A (small) upwards. That's it.

actually, the average size for women in the UK is a 36C, so I'd class a 34 B as small(ish).

On the small side of average in most of Europe, whereas in the US B cups are definitely regarded as undersized breasts.
