I have resigned a month ago because of the unfair way of management by my former employer. However, I feel that my point was not clearly made and that the head office will only look at me as the person who bailed out. Is it too late to send them a report?

Never too late to do what you can to make things better. It might have been more offective before you resigned, but if you think this letter might make things better for those who stayed on the job, you should send it. If they don't read it or give it serious consideration, at least you tried.
