If the stranger is a "lao wai", just ask them what their name is, what they do for a living, and if they haven't rushed off somewhere, ask them for their phone number or their e-mail address.
If the stranger is Taiwanese, don't do this. You will seem very strange to them and maybe even a little dangerous... If you are a lao wai, hopefully the Taiwanese person you accost will just think you're a crazy lao wai and walk away.
If you're Taiwanese (or any other Asian) and you do this, you will generally NOT get a good reaction. Don't do this. If you want to meet friends, try placing an ad on tealit.com (see link below). you will receive many answers to your ad and in no time you'll have many friends.

If you're talking about making friends with Taiwanese......I know it sounds weird, but it depends on who you are and what you look like! In most of the schools in Taiwan, English is the mandated second language that students must learn, so a lot of young (mostly high school or college) students love to speak to Americans as a way to practice their English. If you look like a westerner, a lot of Taiwanese will automatically assume that you are an American and speak English. Some of the people might be shy, but will be delighted to help you out if you ask them a few questions about the directions, which might help you initiate a conversation that help them polish their English skills.
Also, if you know a little bit of Chinese, such as the greeting Knee How (Hello), a lot of Taiwanese find it amusing to hear foreigners speaking Chinese. In general, Taiwanese don't say hi or hello to strangers unless they know each other. It's not because they're not friendly, but just how the culture is. So, it's not typical for a Taiwanese stranger to approach another Taiwanese, saying hi or hello or Knee How, as a way to make friends. So if you look like a Taiwanese, the second approach might not work so well for you.

Finding friends in the street is a challenging task especially with strangers you dont even know, strangers most of all approach people with precaution. If you want to make friends with stranger in the street maybe i can help you as based on my experience. In making friends with a sranger it depends on the gender if its male or female. Most male are easy to approach if the stranger is female that ask questions like this.. " Excuse me, I'm lost may i know were i am now? Can you help me find this place? Im sure guys will volunteer. In making friends with stranger just ask question and probably youll find one.
