BIN and CUE files are disk image files.
You need Image Mounting sofware such as Alcohol 52%
http://trial.alcohol-soft.com/en/
Use the link to download a 30 day trial version.
What this software does is creates a virtural cd/dvd rom drive on your pc. You then have to mount your bin and cue files on this device, it will be like file/mount image - then search for where your bin and cue files are, I think you may only have to mount the cue file.
Right gets a bit tricky from now on....
Once the image is mounted you can open the virtual drive and find the files like you would on any dvd (thats provided it is a dvd rip - if it isnt you need to copy the files onto say your desktop and use nerovision to convert to dvd files), either way drag and drop the files to your desktop.
Assuming that the files are dvd files ie vts and vob, you need to check the size of the files in total, I would guess that they would be in the region of 9GB. Naturally these wont fit onto a standard blank DVD so you need to shrink them. You do this by using a program called DVD shrink, you can get it at the following link
http://www.afterdawn.com/software/video_software/dvd_rippers/dvd_shrink.cfm
When you run this, you will have a program box with two buttons, one called open disk, one called open files, in your case you would need to open files so click that and point to where you have dragged your files from the image, you only need to select the folder not any individual files. Remember this will only work with DVD files (vts & vob), then hit backup. Then you can select what you want to do, ie back up to a new file or direct to DVD, I usually backup to file first. Once this operation is complete you should have a folder of DVD files for your movie that you can burn onto a blank DVD using nero.
If you have copyright errors during the DVD shrink stage you will need a program called DVDFab decrypter link here
http://www.dvdidle.com/free.htm
When running this you simply select the source and destination (again id save to file) which will remove any protection, however this does not shrink the dvd so if you do this, you will have to use DVD shrink to compress it.
Sorry it's a long drawn out answer and you probably know about the other software and how it works, just thought I'd put up a start to finish guide.
Hope this does indeed help you.

Nero supports more than ISO. Try downloading a programme called dvdsanta. This will encode your file before burning it in dvd format. You may be able to find this prog in Limewire, but be careful as there are many dodgy .exe files on Limewire. I suggest you download it from bittorrent. Following on from your Additional Information. Have you tried just burning the file onto a CD instead of DVD. The quality wont be as good but your file is only 701mb and will fit onto a CD-R as long as you allow overburn. This can then be played on "most" dvd players, as long as it allows VCD It seems to me that you may not have the DVD burning facility on your version of Nero, and as you say, it may be an older version. I find that Nero 7 is the best even though there are more recent versions available. Overburn can be found in the options section IIRC. Hope this helps mate.

You might try DVDit. I've been trying to find a program that is easy to use and looks decent and DVDit might be where I stop. It seems to recognize whatever file types I throw at it (generally mpg-family or avi-family, but also .daa, .cue and .bin files) and processes them into a single .iso file. There are a lot of options for burning and whatnot as far as size and quality and will even let you burn dvd-9 and disk image files.
The downside is that it does seem to be more consumer oriented, so it's not as micromanaging as some of the programs I've checked out, which is ok for me now because I'm learning how to do this stuff.

Use Shrink, DvDFabDecrypter to burn. You have to have .iso files to burn to dvd, so you have use a converter. IMGburn might work but definitely check out www.videohelp.com and you can search all the available tools and read reviews.
