Because the people, through their elected representatives, have decided that using marijuana is morally objectionable, a health and safety risk, and generally anathema to the American way of life.
If enough registered voters agreed with the pro-legalization movement, then our lawmakers would legalize it. The fact is that those who would legalize it are in the distinct minority...and they can't remember where to vote anyway.
I admit that there are compelling arguments in favor of legalization, just there are for legalizing prostitution and gambling, but it ain't gonna happen soon. Sorry.

I have read from serious policemen that they consider legalization a one-sided surrender. It's more than distasteful. Such unilateral act will cause more problems because the violent drug dealers have not been disbanded. A good example is the gangsters after the repeal of the Prohibition against alcohol. The organized gangsters just went to another product.
I like this next explanation better. The war on drugs was meant to recycle the extra police force (and prisons, etc) made redundant by the repeal of the Prohibition. The government has no place to recycle the police froce from an end to the drug war.
Suggestion: can we ship the extra police force to Iraq? Our DEA agents have to be good against terrorists, right?

Because then we would have even more potheads working on aircraft engines, calculating medication dosages, driving tanker trucks filled with poisonous gasses, fixing the brakes on our cars etc.
In 1980 the US Navy experimented with a 'zero tolerance' drug policy on two aircraft carriers. On those two ships the number of aircraft lost to mechanical malfunction dropped by 50%.
Another thing to consider is how you would feel if you were on the freeway driving next to a tanker truck filled with liquid chlorine and watching the driver doing drugs.

Marijuana is a wonderful natural cure for many purposes. To have the government or preachers tell you otherwise is wrong.

Because they know that by having it illegal for so long, there is now many people growing and selling it. If they legalize it, they will only legalize it to make money. If it is legal to grow and sell it, then they won't make very much money off of it, because there is already so many sellers. Unlike cigarettes which you can mainly only buy from the government.

The government makes money from weed being illegal to make it legal. Corruption. They take it off you then sell it straight back. Same as the coppers. They do the same thing.

Prison operations are a big business. For example, California is transferring (involuntarily) many of it's overflow prisoners to "For Profit" prisons in other states. So busting people for dope keeps the system going.
