The first answer is probable the best example giving instruction and photos to refer to. Since I have been in the building industry for the last 43 years I have learned that there is no expert answer. However the lateral lines you refer to I assume are every five feet. They are called expansion joints,every other joint is called a false joint.

The expansion joint controls expansion and contraction in the heat of the summer and the cold of winter.

The false joint controls surface cracks.

And finally if you are referring to the finish,that is achieved by drawing a fine bristled broom over the surface for traction.

However again the first answer seams to cover all of this.

There are various ways. A rake or a broom would work, depending on the texture wanted. For a smoother (but not really smooth surface), a piece of wood would do to apply the finish.

form your sidewalk put down a gravel base, tamp it , place your concrete and use a 2x4 to level it. trowel it with a magnesium float and when fairly hard drag a broom lightly across it. its a little more complicated than that but thats it in a nutshell

the real trick to having a good side walk is to pour it on gravel. before you pour it is a good idea to rent a tamper. they basicly pound the ground flat and hard to ensure a good foundation to reduce the chance of cracks forming. buld forms out of wood and pour your concrete in. use a board to level out the concrete and use a trowl to smoth it out. you basicly use a wire brush to create the groves.
