it's said that the average pitch for a male voice is 120Hz and for a female voice is 210Hz... what if a male voice pitch of a male is 121 or 125? is it already considered a high pitch? and what if a female has a 208Hz voice pitch? is that already a low pitch since it's lower than the "average pitch"?

There's no significant difference in a few Hz variation in pitch. During speech your voice goes continually up and down. Pitch is an average, a mix of the many frequencies of your voice. If you look at a graph of your voice spectrum you will see that there's a peak, say in 120, and another one (smaller) an octave above that, and another one in the next octave. The lowest one is the fundamental frequency and that is the one we usually talk about.

Actually, regarding female of male voices, the most important property is Timbre (the "color"), not pitch; since pitch in females and males overlap.
