And sorry if I offend you. I am just curious.

I am just wondering why some jamacans talk, like, different. It's like they speak english, but when they do, it seems like the words are all switched around. And you know it's english but sometimes it doesn't sound like it. I know they know how to like talk like, you know, regular english or whatever, but like why do they do it? is it like something in their culture or what? Does it have a name? And it's not like it's just Jamacans because my friend is from Belise or someplace like that, and her mom sometimes talks like that, but I don't want to ask why because it would probably be rude. and I know if i do ask, it would probably come out wrong because I'm not very good with choosing my words carefully.

again, sorry if I offended anybody.

It is just their accent. Just like people from Texas, Georgia, New York, or South Dakota, or anywhere in the US all have different accents, but we all speak English. Different accents don't bother me at all. What is most irritating to me is when people put extra words between phrases. For instance saying "like" or "you know" in between every other word. Or worse: "um" Can you um go over um to the um store um with me um to get um some um snacks? It really makes the person talking sound stupid.!

Why do Americans speak with an American accent and not with a British one. Languages evolve over time and when we speak we try to tailor our accent to the audience.
I was born in London but now live in Thailand. I normally speak with a generic English accent but if I meet another Londoner I automatically revert to Cockney (a London dialect and accent).
